Does this guy like my friend?

So there's this guy that's been recently trying to get my friend to talk to him a lot. She's extremely quiet and shy and never speaks a word except when to me, not to mention shes scared of people other then me. This guy has been trying to talk to her a lot, putting his arm around her, calling her cute and giving her his lunch when she doesn't get lunch on some days. He seems to like ruffling her hair a lot to. Of course these actions cause her to freeze up, get tense and cling to me more then ever. Her German Shepherd who is always with her and is very protective of her even growled at him when he got to close and her dog has never growled at anyone before though it always backs everyone away when they get to close to her, even me and i've known it since it was a pup. Just yesterday when he went to go touch my friends shoulder, she got scared and bit his hand and ran away to me. Does this guy like her or has just become obsessed with her? Or does he just want to annoy her?
