Help, A Book I Read A While Ago But Can't Remember Title?

The story had something to do with how a young girl (14-ish I guess) had inherited an ability that her mother had that allowed her to look into a person's eyes and make them confess the truth, or at least she would see the truth when she looked into their eyes. Her mother was sent for one day to go and see the king or something like that and find out if someone was telling the truth, something happened and the girls mother was taken by an evil man. That's really all I can remember without jumbling it all up. But there were dragons in it I think. The evil guy had them in his prison cell...
