Who is Mercury in DC Universe?

Its just I got a toy for my 3 year old brother and it was a DC universe villian. On the back it showed others like Robin(not villain?), the riddler, the creeper someothers and Mercury... I seached everywhere for him but can't find who he is, (got into it read a couple summaries of some comic series') so who is he? On the pictures its a red guy ( sorta looks like one of the characters from green lantern, the one with the little black beard evil looking face who I know became evil and is like the red lantern or something) and he has gigantic scizzors, who is he? Any links to storys about him?
